This is a long-standing bug, and is still present in current version.
BUG: When creating a "box-set" that contains only child Movies and not child Titles, the software does not preserve the order of associated child Movie records specified when creating the "box-set".
For example, I created all of the child Movie records for the short films contained in "Early Short Films of the French New Wave" (barcode 854565004078), and the Movie submissions have all been approved. Using the icon to the right of "Media Type:"="Movie", I added all of the movies as child Movie records (i.e., not as child Title records), I then sorted them into the order specified on the cover of the box-set, using the handy tool provided. As you can see in the attached screenshot, the carefully ordered sort of the records within the box-set is not preserved. instead, they are presented alphabetically. The attached screenshot shows the child Movies in the center matching the order of the list of titles on the cover on the right, and the sidebar on the left (sorted by Collection #) with the child Movies sorted alphabetically instead in the specified order.
Proposed solution: Preserve the order of the child Movie records as defined by the user with the provided tool when creating or maintaining the box-set.
